We were there last week after it was closed to the public and all the paths and roads were cobbled and can’t imagine that a scooter would be of any use.

Hello, the beefeater tour is free and included with the ticket. I think there is a more thorough tour where you do pay extra. There’s a small queue as you enter the gate.
